Responsibilities

Provides substantive support and advice on the implementation and monitoring of TVET & Youth programme Agency-wide, in accordance with the established policies and procedures, assists the Chief of the TVET & Youth Division in coordinating and leading the implementation and monitoring of the TVET & Youth strategy and development and review of any relevant technical instructions for TVET, ensuring alignment with the Agency’s Medium-Term Strategy.
Provides technical support to Field TVET staff, in the area of TVET & Youth; works to integrate Education in Emergencies (EiE), protection and gender standards into the programme plans and activities; ensures the collection and reporting of TVET related data, ensuring accurateness and timeliness, supports the management and implementation of the electronic Placement and Career Guidance system (e-PCG) and the electronic Student Registration System (e-SRS) system as key data sources; is responsible for analysis and interpretation of performance data, identifying issues and trends and making necessary recommendations for improvement to the Chief TVET & Youth Division.
Identifies areas for, and supports the management, of research, as required, for the improvement and development of TVET & Youth programming; disseminates good practices and lessons learned Agency-wide regarding TVET & Youth; supports the Chief of the TVET & Youth Division and the DE’s office with the implementation of the periodic Employer Perceptional Survey and other TVET related research.
Ensures effective professional relationships with Field TVET staff across the Agency, including VTC Principals and working with the Advisors of other Units within the Department; develops framework, criteria and guidelines for curricula, syllabi, instructional materials, workshops and equipment lists.
Plans and implements capacity building activities Agency-wide to empower and professionally develop the skills and competencies of TVET staff, including skills in implementing TVET digital platforms and eSRS and to ensure relevance and responsiveness of TVET courses to labour market; assists in establishing partnerships, linkages and networking with the labour market, local community and relevant national & international parties and institutions to enhance quality of TVET.
Develops and supports the implementation of a TVET & Youth quality management system to improve the quality and relevance of services Agency-wide; supports TVET Digitalization, including planning, testing and implementation of TVET online platforms and systems, along with the integration of e SRS with other systems such as e PCG and EMIS, and supports the development and implementation of project proposals; develops effective and efficient approaches (income-generation, optimization of UNRWA VTCs resources and facilities, norms and standards, etc.) to enhance TVET sustainability; ensures that tools, equipment, workshops, training spaces and facilities at VTCs are available and in line with international criteria/host countries criteria and criteria of inclusion.
Supports the Chief of the TVET & Youth Division in: – setting direction for the Division’s activities and planning priorities and workflows. – the development of communication material and in communicating the Division’s planning, key outputs and achievements.
The Design, implementation and reporting of project proposal, concept notes and project briefs to support the resources mobilization for TVET priorities.

A bachelor’s degree from an accredited educational institution in engineering, education (with a focus on TVET), or a related field. – An advanced university degree from an accredited educational institution in engineering, higher education (with a focus on TVET), public administration, project and/or human resources management or a relevant specialization

Work Experience

At least seven years of progressively responsible relevant experience in technical and vocational education and/or youth livelihood programmes are required. Including at least three years at a senior level are required. A bachelor’s degree from an accredited educational institution in engineering, education (with a focus on TVET), or a related field is required.
An advanced university degree from an accredited educational institution preferred in engineering, higher education (with a focus on TVET), public administration, project and/or human resources management, or a relevant specialization is required. Prior experience with a UN organization or NGO is desirable.
Human resources certificate is desirable. Project Management certificate(s) such as PMP or PRINCE2 is desirable. Are you currently residing in Duty station. Please specify your current location. It is required
